the other services. He had demonstrated that, unlike his consciously elevated superior officers, he still did not "get it."

There would be an increasing number of men in the civilian world who had to be chastised for similarly retarded attitudes. The 1990s would therefore witness one incident after another involving official over-reactions to relatively minor offenses. One lady professor, for example, felt herself sexually harassed by the presence in her classroom of Goya's Naked Maja. Some lady employees were offended by the presence on their boss's desk of a 5 by 7 inch photograph of his wife in a bikini. Some lady employees were offended by the presence in the company's advertisements of a "Swedish bikini team." One lady employee claimed she was sexually harassed when her boss repeated a Seinfeld sitcom situation which made humor out of the rhyming of Dolores with clitoris. Another lady employee was offended because her boss told her, when he picked up a pastry, that there was nothing he liked more in the morning than "sticky buns." The concept of sexual harassment was also expanded from the workplace to the great outdoors and now included the hoots, whistles, ogling, and gesticulating of men responding to a passing beauty. One municipality passed a statute limiting the time a man might legally stare at a woman. Minor or not, individual men and the institutions in which they worked suffered heavy penalties for such infractions: in some cases fines reaching one million dollars or higher.

The worst cases, however, occurred on university campuses where the Sexual Harassment Industry had become firmly established, "worst" not so much because of the monetary penalties imposed but because of the prolonged ordeals into which the accused was ensnarled. These cases had become so frequent and so damaging to civil rights that Alan Charles Kors and Harvey S. Silverglate, one of them an ACLU member, published an alarming report: The Shadow University: The Betrayal of Liberty on America's Campuses. [20]

Kors and Silverglate included a stack of case studies, one more appalling than the other. So did Daphne Patai in Heterophobia, which included still other cases in America, and John Fekete in Moral Panic, which focused on cases in Canada where the situation was even worse than in the states. [21]

A synopsis of one of Fekete's cases effectively illustrates the kind of civil libertarian outrages that [the] now deeply established Sexual Harassment Industry could generate. Fekete tells the story of Professor Political Science, Warren Magnuson, of the University of Victoria, a Rhodes Scholar and a strong supporter of feminism who was, however, not totally uncritical of the movement. This nuanced and selective support led him to take issue with certain parts of a feminist colleague's report claiming there existed in the political science department a "chilly climate." The author of the report perceived his criticism--which involved no overt action and was exclusively verbal--as classic sexual harassment and issued a rebuttal statement. This debate precipitated a series of actions and counter-actions that soon involved the entire university, Canada's academic community, and eventually, through extensive media coverage, the nation at large.

Among the documents exchanged during the prolonged imbroglio was a letter sent by Magnusson and his male colleagues asking the offended feminist, Prof. Romer Brodribb, to retract non-specific accusations of sexist and racist behavior and serious sexual misconduct or supply supporting evidence in the absence of which they would take "further steps to protect our reputation"...an appeal sent out by a Chilly Climate Committee Support Group entitled "Backlash at the University of Victoria: Women Need Your Support"...a 12-page article written by Magnusson: "Feminism, McCarthyism and Sexist Fundamentalism"...reports from three studies commissioned by the Victoria University administration to investigate the 'messy dispute, one from the British Columbia Ombudsman office, another from the British

Columbia Council of Human Rights; a written recommendation from Prof. Marily Callahan, advisor to the university's vice-president of Academic and Faculty Women's Affairs which Magnusson's opponents felt was inadequate... a formal letter submitted by a feminist student to the Office of Equity charging Magnusson with sexual harassment, specifically using offensive and disparaging language to her, being patronizing to feminists students, and vitriolic toward feminist theory...a statement from the Equity Officer recommending that Magnusson be found guilty of sexually harassing the student...a 13-page single spaced reply written by Magnusson to the Equity Officer in which he declared his support of women and feminism except for "sexist fundamentalism"...a statement from the Equity Officer ordering Magnusson to omit two sentences from an otherwise acceptable defense; a 30 page "tour-de-force of detailed reasoning" written by Magnusson about the harassment policy at the university, due process, intellectual integrity, and political pluralism...an 18-page report issued by Prof. Margaret E. Hughes, family law specialist at University of Calgary, who has been called in to review the entire "messy dispute," recommending that all harassment charges against Magnusson be dropped but that he still should stand charged for misuse of authority...a statement from the university president dismissing all charges against Magnusson...a manifesto written by the Graduate Students' Women's Caucus expressing their dissatisfaction with the president's action...a letter sent by a coalition of nine feminist groups demanding that the president set up a board of inquiry into Magnusson's alleged violation of professional ethics...a letter sent by Prof. Brodrigg to the president of the university asking him to resign for failure to support feminist students and faculty...a nine-page interim report issued by the Saskatchewan Labour Relations Board followed by a 10-page final report to a Review Committee with ten recommendations which are endorsed by the university president but is rejected by the feminist caucus....all this followed by still more letters, reports, and statements from still more agencies and concerned parties, all failing to bring the dispute to

closure. John Fekete wrote that, in 1994 after three years of wrangling, the dispute was still active and Prof. Magnusson's academic fate was still uncertain. All that from only that: a discreetly worded critique of a feminist's report which the feminist felt was offensive.

The rest of Fekete's book--and Kors and Silverglate's and Daphne Patai's--abound with similar examples each of which summons up allusions to Franz Kafka['s] bewildered hero, Joseph K. who in The Trial woke up one day, found two government officials in his room, and learned that he was accused of a crime the nature of which he would never discover. From that point all of Joseph K's remaining life was absorbed by a mysterious trial always in preparation but never consummated.

Among Joseph K's modern counterparts there was Professor Ken Westhues, University of Waterloo Professor of Sociology, who protested--too vigorously? too harshly?--the treatment of one of his students by a lower-ranking colleague who happened to be a "feminist powerhouse" on campus.

...Professor Richard Hummell of the University of Toronto who has come to be known as the "leering professor" because a young female student claimed that, while both were in the school's swimming pool, he subjected her to a--too long? too sexual?-- stare.

Professor Larry Belbeck, McMaster University's Faculty of Health Science who sometimes used raunchy and abrasive language--investigators, for example, learned that he had said "fuck" 16 times in 10 years--and was charged with creating in his classroom an "uncomfortable and even hostile. " environment.

...Professor Jacques Collin, of the University of Manitoba's School of  <p 171>  Architecture, who was suspended without pay for "reprehensible conduct in relation to students, using profane, sexist, racist, language, showing, as part of a lecture, a slide of female nudes, and "baiting feminists."

...Professor Lucinda Vandervort, Professor of Law at the University of Saskatchewan, described as "pro-gay and pro-feminist" but somewhat abrasive, who in class called a politician "limp-wristed" thereby offending a lesbian student.

...Professor Heinz Klatt of the University of Western Ontario who grew up in Nazi and Communist East Germany, who was charged by some students of sexually harassing them by, for example, using an inappropriate metaphor (he compared menstruation to the first steps of a toddler) and calling one of them by a nickname "Lucky Lucy." University of New Hampshire professor Donald Silva who illustrated the concept "definition by metaphor" for his technical writing class by citing [a] comment he had used for years, one made by a famous dancer who had once said, "Belly dancing is like jello on a plate with a vibrator under the plate." Six female students who were uncomfortable with the remark complained to a female colleague of Silvas, Jerilee A. Zerula, who determined that what he said was "offensive to females" and constituted sexual harassment. It would take Silva two and a half years of negotiating with university and civil officials, in a variety of venues, before he was exonerated by Senior District Judge Shane Devine who, on the ground that Silvas First Amendment rights had been violated, ordered that the professor be restored to his classroom.

The list goes on. ...Professor Dean Cohen of San Bernardino College in California who was charged with sexual harassment that consisted of "obscenity, cannibalism, and consensual sex with children" after he had assigned for reading "A Modest Proposal," Jonathon Swift's classic satire which sarcastically proposes that the 18th Century English solve their Irish problem by eating Irish children.

...David Ayers, Assistant Professor of Sociology at Dallas Baptist University, a conservative Christian, who in an article written for Christianity Today said that patriarchy was natural and the feminist demands for a gender-neutral society went against the evidence, thereby arousing the wrath of the school's feminist establishment.
