project. HELP documents state that it collects “person
specific” data on “all BC children” and their families “from
pre-conception to young adulthood” and beyond. Without informed
parental consent, HELP collects, “links”, and stores personal
data including: medical, pharmaceutical, mental health,
hospital, education, death, birth, census, Work Safe BC, and the
Early Development Instrument. Hertzman writes for Statistics
Canada that personal income tax records should also be linked.
During his presentation to the World Bank entitled
p11& p15, Hertzman explained his rationale
behind the EDI, “Philosophy: no measurement, no data; no data,
no problem." As President of the
Council on Early Child Development he also endorses the
concept “No data, no problem, no policy.” Instead of developing
evidence-based policy, HELP invents ideological

HOW DOES H.E.L.P. DEFINE AND MEASURE
“VULNERABILITY”?

HELP bases its “vulnerability” count on the
EDI, a questionnaire completed by kindergarten teachers. HELP
claims that nearly 1 in 3 children are “vulnerable”, “not ready
for school” or “at risk”, but according to the website of the
Early Development Instrument (EDI), only 4.2% or "1 in 20
children enter kindergarten without the skills they need to
learn".

campaign HELP does not define what it means by “vulnerability”
but nonetheless implies that this “vulnerability” causes failure
at school, crime, ill-health, and unemployability.
HELP and government use the term “vulnerable” interchangeably
with “not ready for school”. Their goal is to lower this rate to
15% by the year 2015 (see report “15 by 15”). But EDI
co-inventor, Dr Magdalena Janus, states these terms have
different definitions: “vulnerable” are children scoring in the
lowest 10th percentile on any one of 5 EDI “domains” while
“school readiness” is based on having “multiple challenges” in 9
of 16 EDI “subdomains”.
HELP’s EDI and policy publications are not peer-reviewed. Nor
are the OECD and Unicef reports it cites. Nor is “15 by 15”;
none of its authors has academic expertise in child development
or neuro-science.
HELP’s fear-mongering pronouncements declare
a vulnerability rate over 10% “biologically unnecessary”. But
statistically, HELP’s use of the EDI guarantees a “vulnerability
rate” of over 10% because all children in the 10th percentile on
any one of 5 EDI scales are “vulnerable”. That’s 5 chances for
each child to be labelled “vulnerable”, ensuring that we will
always have a ‘problem’ needing ‘solutions’ designed by HELP.
Children that are more likely to be rated
“vulnerable” are: younger (born later in the year), ESL, boys.

purports to base their cost-benefit calculations on Nobel
Laureate economist James Heckman research on ‘investing’ in

But is all-day kindergarten the panacea for all our social ills?
Dalton McGuinty thinks so. Ontario's Premier is so convinced
that he has pledged untold amounts of money (from where, he
doesn't say) to begin expanding kindergarten to every four- and
five-year-old in the province. Ultimately, the idea is to create
a "seamless" merger of child care and early childhood education,
with elementary schools acting as year-round hubs for children
from birth to age 12.

Charles Pascal, the Premier's kindergarten guru, says the scheme
is nothing less than "transformational." More and earlier
kindergarten will boost literacy, graduation rates and
postsecondary participation while reducing crime, poverty and
social inequality. Middle-class parents like it because they
think it will give their kids a leg up in life (and be a lot
cheaper than day care). Advocates even say all-day kindergarten
is essential to equip the province for the rigours of the
innovation economy.
Yet, one of the most credible authorities in the field
demolishes these claims. James Heckman is a University of
Chicago Nobel laureate in economics. He is a strong believer in
early intervention, and his work on the subject is routinely
cited by Barack Obama's education team. He is also a realist
about the evidence. It shows that early childhood education
confers no long-term benefit on middle-class kids. Nor, in the
form proposed by Mr. McGuinty, does it shrink the gap between
the haves and have-nots. "Advocates and supporters of universal
preschool often use existing research for purely political
purposes," he warns.
Early intervention can make a difference with "disadvantaged
populations" - but only if it is far more intensive (and
expensive) than any public preschool programs now on offer
anywhere. Even then, the positive effects are far more limited
than advocates claim.
At the root of the debate over pre-K is a critical social
problem: the widening divide between middle-class and
disadvantaged children. (According to Dr. Heckman, the single
most important difference between the two groups is the mother's
education level.) "Middle-class
children receive massive doses of early enriched environments,"
he says. "Children
from disadvantaged environments do not."
And so the real question is not whether pre-K is a good idea,
but what the state can do to make up for a poor family
environment. The answer is: not very much. The advantage that
kids gain in Head Start, a U.S. preschool program for low-income
kids, disappears quite quickly. The same is true for the
advantages gained in every other preschool program. The biggest
success story is the famous Perry Preschool Project, conducted
in the 1960s, which involved just a handful of children. Dr.
Heckman found it produced a 16-per-cent return for every dollar
spent - not negligible, but not quite the spectacular results
we've been promised. Today, the project would cost something
like $15,000 a child each year.
Lots of people (besides parents) love Mr. McGuinty's new scheme.
The daycare lobby loves it because it is really an expansion of
free public-sector daycare under another name. Child-care
workers love it because they will become school-board employees
and their salaries will leap from $30,000 to $47,000. That
leaves the rest of us, who are being snookered by sincere but
false promises.
"Not getting this right means a whole bunch of kids are getting
caught up in youth violence, living lives of misery, dropping
out of school and ending up unable to participate in society,"
says Mr. Pascal. I certainly agree with that. Too bad we won't
be spending all that money on the kids who really need it.

This is completely FALSE. The Judges are
Agents of the Crown and they BY DEFINITION Judges are WITHOUT
CAPACITY to make any law whatsoever. Since
1649, only PARLIAMENT has
the Capacity to make Law.
British Common law was NOT created by Judges, it was only
observed and documented by individuals sent out by the newly
Norman Crown after the
Norman Conquest of 1066 to observe and codify the laws
and customs of the various peoples of Britain.. This was done with a view to aggregate
existing customs which may vary across the land, into a unified
body of Laws.
The Authority quoted by the Commoners in their administration of
Common Law
were frequently direct quotations from the
Bible and
principles of
Danelaw
The process of documentation took
only a couple of hundred years, and the product was a STATIC
body of Law which was historical, popular, and has served in the
intervening centuries as a Benchmark against which
Statutory Law may be measured for
"Fairness".

his alleged data on normal "child sexuality."
Byron
Prior was before Judge David Orr without the benefit of a Jury.
Although six mental health
professionals in an out-of-province Assessment had described him as suffering from post-tramatic
stress, and NOT delusional, Judge Orr sent Byron from the Courtroom to
Newfoundland's Waterford Hospital where his wife
Dr. Dena Orr treats patients. The
Waterford is also
where the sexually abused boys from the
Mount Cashel Orphanage
were sent from time to time.
Mount Cashel provided
the storyline for the
"Boys of St. Vincent" Biopic.
Byron says he protested his being assessed by
his Judges' wife, but
Dr. Dena Orr insisted her professionalism was sufficient to
permit her to assess Byron.
Assessment, of course
determines a patients treatment, medications, and the Conditions
of Release.
