The common practice in BC Courts when Fathers do
not pay Child Support
- which most of the time is merely
Imputed - is to send
non-paying Father to Prison until he or his family members pay the
fees imposed by the Judge.
Even when mothers agree that Child Support should
no longer be paid, we find that the
Family Enforcement agencies, which are private contractors
functioning as
Bounty Hunters, typically refuse to end their claim on the
father's income,.

vehicle, fired a pistol several times through the back of the
driver's seat and then ran back inside the home."

students at the
University of Virginia in
Charlottesville,
William Beebe -- a recovering
alcoholic who had wrestled for years
with whether making amends would
further injure
Seccuro-- sent her
a letter of apology. Via e-mail, the
Associated Press reported, Beebe
acknowledged to
Seccuro
that he had raped her.
She responded by contacting
authorities in Charlottesville and
in Las Vegas, where Beebe lived.
Beebe was arrested. In spite of his
e-mail confession, <his
lawyer>
denied the rape, but eventually he
pled guilty to a lesser charge of
aggravated sexual battery. The plea
is believed to be in exchange for
Beebe's cooperation with an
investigation of others involved in
the attack. Sentencing is scheduled
for March 15.
In October 1984, Liz
Seccuro was a 17 year-old first year student
at the
University of Virginia in
Charlottesville, realizing her lifelong
dream of becoming the first in her family to
attend University. A high school
valedictorian very active in several
extracurricular activities, she had nothing
but a bright and promising future of
excellence waiting. That all changed.
An older fellow University student raped
Liz, still a virgin, in his bedroom at the
fraternity Phi Kappa Psi in the early
morning hours of October 5, 1984 after she
had been drugged. He was a stranger to her.
When she reported the news to the University
officials, she was told that the
Charlottesville Police did not have
jurisdiction over that fraternity house.
When Dean of Students Robert Canevari, a
known sexist who held Friday night cocktail
parties for male students only, took the
attacker's "statement",
he let Liz and her
parents know that Beebe claimed it was
"consensual" and that there was nothing
further they could do for her. Liz was
examined at Student Health and reported the
rape to University
Police Chief Michael
Sheffield with
Dean Sybil Todd present. None
of those records have been located as of
November 2005, according to the University
representative Leonard Sandridge. Liz chose
to remain in school and graduated with a
degree in English Literature in 1988.
A University report speaks of one witness
fleeing the fraternity house after seeing
Liz covered in so much blood, they felt
"there had been a shooting".
On September 8, 2005, Liz, then 38, married
and the mom of two-year-old Ava, received a
letter from her rapist. In it,
William
Beebe, an admitted addict, apologized for
the "harm" he had done Liz and invited her
to help him understand how the rape had
affected her life. His apology came as part
of an Alcoholics Anonymous 12 Step program.
They began an email correspondence that was
horrifying and powerful as it mapped out two
very different lives. Liz was concerned for
her safety. When she asked Mr. Beebe how he
had found her, he wrote that he had called
the University Alumni Office and they had
given him her addresses over the phone for
the last nine years. He was not a graduate
and yet the Alumni Office gave this
information out freely.
In December 2005, Liz called
Chief Timothy
Longo of the Charlottesville Police
Department on a hunch that what she had been
told in 1984 was incorrect. It was. She flew
to Charlottesville with the correspondence
and made her statement to detectives Nick
Rudman and Scott Godfrey, pressing charges.
The Commonwealth's Attorney drew up an
arrest warrant.
On January 4, 2006, William
N. Beebe was arrested in Las Vegas. On March
24, 2006, Liz faced her attacker in person
and gave two hours of testimony and
cross-examination testimony at a Preliminary
Hearing. Judge Edward Berry certified the
case to a Grand Jury, meaning probable cause
had been established.
On April 17, 2006, a Grand Jury indicted
William Beebe on two felony counts: rape and
object sexual penetration. Prior to the
trial, which would have been prosecuted by
Deputy Commonwealth's Attorney Claude
Worrell, Mr. Beebe pled guilty to the lesser
charge of aggravated sexual battery,
striking a deal with prosecutors in exchange
for information leading to 2 other
fraternity brothers who had drugged and
raped Liz that night BEFORE Beebe. They have
not been charged, although they have been
identified.
Liz was not allowed by Judge
Ted Hogshire to read her Victim Impact
Statement at the sentencing hearing in March
2007. Mr. Beebe did NOT
cooperate with authorities in the indictment
of the others, who remain free to this day.
William Beebe was sentenced by Judge Ted
Hogshire to 10 years, with all but 18 months
suspended and he is forbidden to contact Liz
or her family for the rest of his natural
life.
On March 15, William Beebe began serving his
prison sentence. He was released on
September 13, 2007 after serving less than
six months of a 10 year sentence. He
currently makes his home in Chesterfield,
Virginia. He is unemployed and no longer
wears a GPS ankle bracelet.
In
September 2005, Liz Seccuro's world turned
upside down when she received an apology
letter from the man who had raped her
twenty-two years earlier. The rape, which
occurred when she was a seventeen-year-old
freshman at the University of Virginia, was
reported to the campus police, but their
inquiry led nowhere. The man accused of
raping her left the university soon after,
and Seccuro tried to put the incident behind
her, starting a business and a family, but
like all survivors of trauma, the memory was
never far from the surface.
The letter brought it all back. Seccuro
bravely began an e-mail correspondence with
her rapist to try to understand what
happened, and why. As the correspondence
continued, Seccuro found the courage to do
what should have been done all those years
earlier-prosecute him. She began appearing
on national television and radio to talk
about the case. Several crime dramas and a
John Grisham novel, The Associate, were
based on her experience. She had found a way
to end a terrible story, but once judicial
proceedings began, she found that what she
thought occurred at that UV A frat party was
only the tip of the iceberg. The
investigation revealed at least two other
assailants, numerous onlookers, and a wall
of silence among the fraternity members that
persisted two decades later.

is about experiencing terrible trauma-and
the power of justice to heal.

The ninth step of the 12-step Alcoholics
Anonymous program calls on members to make amends with those
they have harmed — unless doing so would cause further injury.
William Beebe's decision to confess to the woman he'd
sexually assaulted more than two decades earlier finally brought
her justice, but it also landed him in prison.
On Thursday, a judge sentenced Beebe to 18 months in prison for
attacking Liz Seccuro in 1984 at a fraternity party at the
University of Virginia.
"To me, this was never about step nine," Seccuro said. "Alcohol
doesn't rape people. People rape people."
The case was revived in 2005 when Seccuro
received Beebe's letter of apology for the college attack, and
began exchanging e-mails with him. In one e-mail, Beebe wrote:
"I want to make clear that I'm not intentionally minimizing the
fact of having raped you. I did."
In 1984, Seccuro was given a drink at a fraternity party that
made her feel strange, and she later passed out, leaving her
memory hazy. She said she vividly recalls being attacked by
Beebe, and had a vague impression she'd been assaulted by other
fraternity members.
Seccuro said that she reported the assault to university
officials at the time but that a dean and the campus police
treated her dismissively.
Seccuro, 40, of Greenwich, Conn., eventually called
Charlottesville police to report her correspondence with Beebe.
There is no statute of limitations on felonies in Virginia, and
Beebe was arrested in Las Vegas.
Beebe originally was charged with rape and object sexual
penetration and could have faced a sentence of life in prison if
convicted. But in November, he entered into a plea deal after
investigators uncovered new information suggesting Seccuro was
attacked by more than one person that night.
Beebe has yet to give prosecutors any helpful information in the
investigation.
As part of his sentence, Beebe also will have to perform 500
hours of community service related to issues of sexual assault
and alcohol abuse on college campuses, or face an additional
7˝-year prison sentence the judge suspended.
"I'm not trying to excuse my behavior, but I was a different
person then," said Beebe, 42, of Las Vegas, describing how
sobriety has changed him. "I have a purpose, and that gives life
meaning. I didn't have that then."
Charlottesville Circuit Court Judge Edward Hogshire clearly
struggled with the sentence, saying what Seccuro went through
was horrific, but that Beebe went on to be a leader in the
recovery community.
"Is he remorseful?" the judge asked. "I think so."
Several people testifying on Beebe's behalf Thursday said he is
a kind and generous friend who often helped other recovering
substance abuse addicts.
"Will didn't tell me what to do, he showed me," said William
Daniel Griggs Jr. of Richmond, who credited Beebe with helping
in his recovery. He also said that Beebe helped care for his
sick son several years ago.
Prosecutor Claude Worrell described Beebe's decision to
apologize as selfish, and said it traumatized Seccuro all over
again. Defense attorney Rhonda Quagliana responded that it was
"sad and tragic" that Beebe's apology was depicted that way, and
said Seccuro made a choice to respond to his letter.
Seccuro, visibly shaken, left the courtroom. Later, Worrell shot
back, "As it relates to Mr. Beebe, Elizabeth Seccuro has never
had a choice."
After the sentencing, Seccuro accused the university of spinning
"tale after hurtful tale of how you quote 'properly handled'
this situation in 1984 and quote 'supported me"' then and now.
University of Virginia spokesman Carol Wood said only that
Seccuro was "a courageous woman who was determined to see this
through, and today justice was served on her behalf."
Beebe's decision to contact Seccuro after more than two decades
sent her life into upheaval, Seccuro said. She has suffered two
miscarriages she attributes to stress, endured frequent panic
attacks and had to contend with harsh criticism from those who
disagreed with her decision to press charges.
Seccuro went public with her name and story, hoping to lead
other sexual assault survivors to seek help. She launched STARS
— Sisters Together Assisting Rape Survivors — to raise money for
rape victims and their families.
Seccuro says she has forgiven Beebe for assaulting her, but that
an apology is not a substitute for punishment. The attack
changed her life dramatically — but after the sentencing, she
said she can move forward.
"As Maya Angelou said, 'I may be changed by what has happened to
me, but I will not be diminished by it,"' she said.
